This is two appropriately shaped fish taxidermically lacquered into a heart shape. I think a 3d valentine heart shape is basically supposed to be a mother and child, pieta-like pose with two figures kind of twisted together, so since some fish are shaped appropriately so that when you twist them together with one of their kind, they would make a 3d heart shape, why not?
