A reciprocating motor - say 500W - with an attached reverse-spade blade, on the end of a stick.

Push it into the ice and chisel down to the driveway surface ; then, turn it flat and go to town.

Safety goggles highly suggested ; may cause minor damage to uneven asphalt surfaces. Not recommended for vehicle windshields.

Can be used as a garden edger during the summer.

They make many attachments for a Kango. One of them is a wide flat steel blade for removing tile and mortar from concrete.
If you don't hold it at just the right angle it digs into the concrete itself.

They also make wide blade attachments for a Sawzall tool. This might be about the size you want and the speed is then variable rather than shoulder dislocating.
