If every car constantly emits a high frequency tone beyond the range of the human ear but audible to dogs, I believe canine road accidents would drop dramatically. Perhaps the frequency could be varied to stop other animals running across busy roads to their deaths.

He's talking about the non-electronic kind (I think - based on the illustration). According to this report, deer whistles also work on elk, moose and dogs. Or should, except they don't appear to work at all. [waugsqueke, Mar 28 2002]

Baked. I've seen these advertised in hunting magazines all the time, supposedly to repel deer in the roadway.

But also, I wonder if this wouldn't drive pets to run away, especially if your house is by a busy street.

To the animal in question, the busy street would quite literally be a "wall of sound" if this idea was widespread. This might prevent escape. How dogs are to travel in cars is a tricky one though.
