This Department of Defense Bureau will eventually be charged with cleaning up the mess we have made of the earth by disentangling the biosphere. Their immediate responsibility would be the collection, analyzation and documentaiton of suspicious people's trash. Maybe this is already baked by Homeland Security. The transition to the wider scope would come about through the development of a robot army with the capability to virtually recreate history by analyzing the garbage in landfills. I've posted this idea as an annotation to several other ideas.
