It seems spraypaint graffiti could be easily countered using a spray on/paint on coating placed on clean walls. This coating could prevent paint from ever bonding to the surface and could only be removed using solvent included with the initial purchase.
If this were possible than any simple splash of water would reemove the undesired paint.
All current sprays or coatings require either A) a solvent or B) reaplication of the protective coat

This spray would be applied before any graffiti was sprayed on. Paint needs to bond to a certain type of surface. This coating wouldnt allow the paint to bond to anything, simply allowing it to slide right off. You are always going to need elbow grease to remove the graffiti, however resistant the surface, and at the very least soapy water. On the other hand, I don't think the people who spray "Fuck you" and other heartwarming sentiments on the walls of the ginnel next to my house have really understood that. It's kinda like someone cooking a box of microwave fries and claiming to be a chef. Sad bastards.
