First layer (blue oil) is "blue water" with a little boat floating on top, second is clear medium density fluid (air that the boat is sailing through) with snow circulating around, top layer is least dense with cloud looking stuff swirling around.

Shake it up and it's a boat in a snowstorm.

Could be done. Bottom layer - fluorocarbon oil; middle layer - water; top layer - light hydrocarbon oil.
