This requires little in the way of explanation. I'm not sure that you could get off the ground when being towed behind a horse, but that would make the whole thing more authentic. Maybe big soft jousts so as to not really hurt each other. And you'd need those self righting paragliding set ups so as to not come crashing down to terra firma. Or, Hey! that could be the idea, but you're pulled behind boats over water, and you have to try and knock your opponent down.

       This sounds like Chinese Kite Fighting with kites capable of carrying a man. Kites capable of carrying a man exist as people experimented with them for military purposes both in Ancient China and in the west before airplanes were in common use. The jousting element is just a method of the man in a kite seeking to unsettle his airborne opponent - Chinese Kite Fighting tactics could also be used.

       Given that falling even twenty feet into water entangled in parasail gear is not without peril, I think we have to wait for DisneySpace before we can consider this one.   

       Let me propose an alternative venue: the huge aerial swings at Six Flags. (Though still a strong chance of broken limbs , I think.)

       For the record there was an "air jousting" arcade game where players road large flying birds and jousted against bad guys on flying dinosaurs. I believe it was called "Joust".
